Proposals are sought from consultants to prepare an urban renewal framework & feasibility for a concentration of SAHT assets in Seaton.Renewal SA is responsible for the renewal of South Australian Housing Trust (SAHT) assets across the State. The renewal of older (pre-1968) housing within 10 km of the CBD is Renewal SAs priority & is being delivered through the Renewing our Streets & Suburbs (ROSAS) initiative.Part of the suburb of Seaton has been identified for renewal under the ROSAS program. This will be the largest ROSAS project, potentially involving the renewal of more that 400 SAHT properties. The Seaton Study Area encompasses more than 40 hectares of land which is well located between Adelaide CBD & the coast, close to Westfield West Lakes, transport & other services. The majority of housing the in the Study Area is SAHT owned & is at the end of its economic life, however there is also newer publish housing & privately owned hosing within this area, requiring a sophisticated approach to urban renewal.In board term, the outcomes sought from renewal of SAHT assets at Seaton are to:1) Maximise value created for reinvestment in social housing; 2) Provide affordable housing opportunities; 3) Increase neighbourhood amenity; 4) Increase housing density.The role of Renewal SA in the renewal of Seaton is likely to be as a facilitator of investment from the private & community housing sectors, rather than as developer. Renewal SA is therefore seeking to establish an Urban Renewal Framework to attract investment. This project will involve working closely with Renewal SA to:a) analyse key renewal factors; b) identify & test development scenarios; c) identify development & delivery parameters which best achieve renewal objectives; d) assess significant cost & revenue parameters for renewal; e) assemble information that de-risks elements of the project (eg infrastructure upgrade & augmentation triggers); f) assist Renewal SA in determining its role in the renewal of Seaton; &g) provide the basis for Expression of Interest (EOI) documentation seeking renewal proposals.Location: The Seaton Study Area, is located in the City of Charles Sturt & is bounded by South Parade (& West Lakes Boulevard) to the north Tapleys Hill Road to the east, Glenburnie Street to the south & Frederick Road to the west.Within 9 km of the CBD & 2 km of the coast, the Study Area is in a prime residential location & enjoys strong access to services & facilities including public transport schools & Westfield West Lakes. The adjacent Grange Gold Course & the nearby West lakes aquatic reserve provide opportunity for recreation & views.Project Deliverables: Key deliverables for this project are: A collaborative process of analysing development & delivery options, which ensures that an agreed, evidence-base Urban Renewal Framework is established. Renewal Investigations Report - a high quality document covering all elements described in the project scope. This document will be for government use only.Urban Renewal Framework Document - a concise, high quality document suitable for public release, which summaries selected elements of the Renewal Investigations Report. This will form a key reference document for a future process to secure a development partner(s). This document should equip prospective partner to understand Renewal SAs expectations & assess the development opportunity on offer.
